Can any Govt servant found NGO in India

I am a Central Govt employee, working under an autonomous body. Few colleagues and I wish to found an NGO working for up-liftment of economy, take part in health care, scientific and technological advancement, educational and spiritual help in local area. We draw salary from the govt but do not wish to take any financial benefit from the society. Now question is: a) Are we legally permitted to do so? b) If so, what service rule will be applicable to us? c) Do we need to take prior permission from our employer? d) What is the meaning of elective office in service rule? Does it mean we cannot participate in the governing body of the society? Thank you for your kind support.
