Have finalized a property

I have finalized a property , the property built in 2009 with approvals 4 floor , now owner reconstructed newly
with out approval, he is selling each floor to one person , am looking for 4 th floor, currently he don't have approval , can we go for the property .
if we purchase what would be the complications.
