Neighbour not allowing us to construct home

I have a plot. I have the approval from government. I am constructing my home within my plot area as per the approval. But the neighbour is forcing us to leave 1feet on our area and doesn't want us to construct the home. We filed a complaint to police station, the police also questioned the neighbour for what is their issue when we are constructing as per approval within our plot. Neighbours are telling some lame answers like the approval is fake and not correct and all. They are also threatening us to not to complain to higher authorities.
What should I do?

What your neighbour is doing is not right and he should be stopped from disturbing you. There are these thing as given below that you can do.
1. Lodge a formal complaint withe the police and initiate a criminal action against him.
2. File a case under Section 144 of the CrPC to the local DM court
3. File a case for injunction against your neighbour.
